What Is Design, Build, Own, and Operate?

Riggs Eckelberry reports weekly on issues facing the water industry. Here, he discusses how the “Design, Build, Own, and Operate” model is helping replace the 140,000 water systems breaking down. To hear, watch, and chat with Riggs live, sign up by clicking HERE.

Our funding capabilities and our compact, portable Modular Water Systems™ are a perfect match. But there’s another element to this that makes things even more exciting…

What is it?

Design, build, own, and operate.

DBOO is a water industry term used to describe a fully outsourced business model. Essentially, what that means is that clients delegate the entire problem to us, and pay little to nothing up front, simply pay by the gallon. It’s a delivery model that has been a mainstay in the industry now for at least 15 years. It’s been long-established in the public sector and it’s finding a lot of favor in the private sector these days.

People don’t always have the means…

Now, with our 140,000-plus water systems breaking down with little hope of recovery, the real action now is right “at the edge”, in the local businesses that the local utility is telling, “send us only treated water.”

These businesses have a need for a water system or wastewater system, but they may not have access to ready capital, or they’re not creditworthy, don’t want to personally guarantee a loan, etc. Or, they don’t want to exhaust their capital on something that isn’t their core business.

I mean, if you’re a brewery you need to spend money on making more beer, not on the water problem that you’re stuck with!

Managed risks.

In short, water treatment is a “control your downside” problem for most businesses, not a “create your upside” opportunity! Water treatment for these companies is about risk management.

When you have a design-build-own-operate model, where you have very, very good control of the assets that are being deployed, then the risk is greatly reduced for the end user.

Systems are ready to go.

We’ve had this intense focus on standardization and productization. So now the way we build and deliver our equipment systems to our customers is a very streamlined process. It shows up, it’s ready, it’s plug and play.

Like going down to the local car dealership but for water systems!

Like buying a car.

When you can combine the financing model with that, this all becomes very, very easy. It’s very much like going down to the local car dealership. If you want to buy a Ford pickup truck, you just say, “All right, I want the Ford F-150, I want the King Ranch edition, I want it in this color…” You check the boxes and they’ll set you up. They’ll lease it or fund or it, set up the financing program, and you drive it off the lot.

DBOO is even better. In that model, you don’t even own the car, you only pay for miles driven. (It’s actually something that is coming for the car industry; it’s known as Transportation As A Service or TAAS.)

Making water treatment available.

And so that is what this design-build-delivery model is. We are at that level with the standardized equipment. And now by leveraging this design-build-delivery model with the funding capability that goes with it, this is going to make water and wastewater treatment available for people that didn’t have access to it before. It’s really incredible stuff, and we believe it’s going to have a huge impact on the way industry treats water. In other words, better water for all of us, and that’s what it’s all about!
